In 1968, when Arizona was trying to secure support for the Central Arizona Project (CAP) Canal, the state struck a deal with New Mexico that’s coming back to haunt it. Arizona promised New Mexico rights to its water, and guess who’s coming to collect? New Mexico wants to take as much as 14,000 acre-feet from the Gila River before it flows into Arizona. The plan had been to replace that water with Arizona’s share of the Colorado River, but there’s a hitch: historic drought and dwindling reserves in Lakes Mead and Powell.
